Symptom

This article gives the commands to activate a Windows system to a KMS licensing server. This applies to Vista or later. Windows must have been installed from volume licensing (VL) media. Open Command Prompt as Administrator; Replace Product Key with KMS Client Key Determine if a KMS Client key is installed.

When trying to activate Windows 7 or Windows Server 2008 R2 KMS client machines you may get this error message:
0xC004F074 with description 'The Key Management Server (KMS) is unavailable'
At the same time the following entries may get logged in the KMS Event Log on KMS Client and KMS Host
In the application event log on KMS Client you see the following event:

  • I decided to install Windows 7 onto it, since I hate Windows 8. After I installed it, I tried activating it using the MS Toolkit 2.4.9 (the EZ-Activator tool), but I was given this message: 'Cannot Activate because this product is incapable of KMS Activation'. So I decided to give Windows (Daz) Loader 2.2.1 a try and I'm given the message.
  • I was thinking the activation process has a telephone option that will give you an activation code after you provide them with the product key. Former place of employment had a firewall configured so poorly it could not activate at one point in time and had to use this method. This is correct. Of course, you need a valid product key first.

Cause

This error can occur with a support version mismatch between the KMS client and the KMS host machine.
Most commonly we are seeing this when the KMS host is running on Windows Server 2003 or Windows Server 2008 and the KMS client is Windows 7 or Windows Server 2008 R2. An update is needed for the KMS host running on Windows Server 2003 and an update is needed for the KMS host running on Windows Server 2008 to be able to activate KMS clients that are Windows 7 or Windows server 2008 R2.
This error also can occur when there may be a time difference between the KMS client and KMS host machine.
The error 0xC004F06C listed in the info section may occur if the difference between system time on the client computer and the system time on the KMS host is more than 4 hours. We recommend that you use a Network Time Protocol (NTP) time source or the Active Directory service to synchronize the time between computers. Time is coordinated between the KMS host and the client computer in Coordinated Universal Time (UTC).

Resolution

If you are running Windows Server 2003 as your KMS host you need this update:

968915 An update is available that installs Key Management Service (KMS) 1.2 for Windows Server 2003 Service Pack 1 (S968915) and for later versions of Windows Server 2003
If you are running Windows Server 2008 as your KMS host you need this update:

968912 An update is available for Windows Vista and for Windows Server 2008 to extend KMS activation support for Windows 7 and for Windows Server 2008 R2
Make sure that the system time on client and KMS host is the same.
The time zone that is set on the client computer does not affect Activation, since that is based on UTC time..
Run the following command to Resync the time on the Client
w32tm /resync

Obtain a KMS Client Key

The KMS client keys are universal to all customers and a list of them can be found on the Microsoft Technet web site HERE.

Uninstall Current Key (Optional)

The Install command replaces the existing key.

Determine if KMS Host Has Service Record in DNS


Set KMS Server Manually (Skip if in DNS)

If your network does not support DDNS, you need to manually assign a KMS host to your KMS clients. Manually assigning a KMS host disables auto-discovery of KMS on a KMS client.
